Kevin Art Verville Jr. was last seen on July 1, 1980, in Oceanside, California. At the time, his family was living in the Sterling Homes apartment complex, located in the 900 block of Bougainville Street, a housing area designated for military families stationed at nearby Camp Pendleton. Kevin was just 17 days old and the first child of his parents.

Kevin Verville Jr., was abducted by a woman who posed as a social service worker offering financial benefits to military families. The woman told the baby’s mother, 22-year-old Angela Verville, that she could receive $100 in benefits from Project HELP. On that assumption, the mother took her infant with the woman to the supposed office of the fictional agency. On the way, they stopped at a home in Pala. The woman asked Mrs. Verville to go to the door to summon a second mother who she said was also applying for benefits. The kidnapper identified herself as Shelia. She is described as being Caucasian or Spanish, 5-foot-2, 120 pounds, with a very attractive face and freckles. At the time of the abduction, she was wearing heavy makeup. She has a tattoo of an X inside a circle on her left hand. The car she was driving was an older model, four-door sedan of a dull gray-silver color. It had California plates. Police believe the suspect is from the area and probably is still in the vicinity. When the baby was abducted, he was suffering from a mild case of jaundice. Agents are asking that the kidnapper get medical attention for the the baby. Oceanside police, San Diego sheriff’s deputies and the FBI are working together on the case.   • She pretends to fill out forms and asks to examine Kevin.

Later That Day:

  • She takes Angelina and Kevin Jr. “to enroll in the Project Help program”
  • Kevin Sr. is home but stays behind; Angelina and baby Kevin go with Sheila to visit the supposed Project Help Program office.
  • Sheila drives toward a remote area near Fallbrook, in northern San Diego County, off Highway 76 near Interstate 15.
